The Application Process

The goal of the application and project selection process is to ensure that technically sound projects addressing the highest priority information needs are funded. There are several steps to the application and project selection process. The process begins in November with a request for proposals. A proposal is a brief two-page request for funding that defines the study's objectives, methods and products, estimates a budget, and demonstrates the technical and administrative abilities of the applicant to successfully complete the project.

 Priority Information Needs
 
Study proposals are reviewed and evaluated by Office of Subsistence Management staff and the inter-agency Technical Review Committee. Four criteria are used to evaluate proposals: strategic priority, technical-scientific merit, past performance-administrative expertise, and partnership-capacity building. Through the review, projects are selected for further consideration. Following the review, each investigator is sent e-mail notification of the Technical Review Committee's funding recommendation and review comments. If an applicant's proposal is selected for further consideration, he is asked to develop and submit a full investigation plan.

An investigation plan is a more detailed proposal, thoroughly explaining the project's objectives, methods, budget, products, community involvement and partnerships. The Office of Subsistence Management staff and the Technical Review Committee evaluate investigation plans and develop recommendations for funding. Investigation plans are assembled into a draft Fisheries Resource Monitoring Plan. The draft plan is distributed for review and comment to the Regional Advisory Councils, agencies, other organizations, and the general public. The Federal Subsistence Board reviews the draft plan with all the recommendations and comments and takes final action. The director of the Office of Subsistence Management is responsible for implementing the plan. Applicants whose projects have been selected for funding are notified in writing in January.
